Setting Up A Skills Academy

DEADLINE TO APPLY FOR THE 2023-24 SCHOOL YEAR: APRIL 1, 2023

Applications may be submitted any time during the school year up to the April 1 deadline. Upon receipt, each application package will be reviewed by Hockey Canada prior to being forwarded to the appropriate Member for approval. Successful applicants will receive confirmation from Hockey Canada by early June.

HCSA Application Process

 

Hockey Canada accepts applications from schools and/or school districts on an annual basis to begin operation of a Hockey Canada Skills Academy (HCSA) program. The establishment of an HCSA program involves creating partnerships between several groups to be effective and efficient.

The following partners must endorse the HCSA application:

  • School Board: Ensures the adapted academic program meets Ministry of Education requirements and students receive course credit for HCSA participation.
  • School: Allows the student to commit up to but no more than 15 hours per week to the HCSA program.
  • Local Hockey Association: Provides the total hockey experience for players in a safe and sportsmanlike environment.
  • Hockey Canada Member: Reviews and approves new HCSA licence applications on annual basis.

Please be advised that hockey academy programs operating within the Canadian hockey system, or groups wishing to organize a hockey academy, may work in partnership with a school or school board to apply to Hockey Canada and the respective Memberfor approval to operate as a licensed HCSA program, but the application must be submitted by the school or school board.
 
Annual HCSA Licence Fee, Licensing Agreement and Student Registrations

Each licensed HCSA single-school program is assessed an annual licensing fee of $1,000 by Hockey Canada. Licensing fees vary for small and large school district-based program operating models, as shown in the table below.

Licence Type Licence Description Licence Fee
School – Small Single-school program with 15 students or less registered in a school year or, in the case of a single-semester program, 15 students (for the entire year). $750 (annually)
School – Large Single-school program with 16 students or more registered in a school year or, in the case of a single-semester program, 16 students (for the entire year). $1,000 (annually)
Multi-School – Single District Two or more schools involved in the program with the program framework supported by one program operator. Students from multiple schools integrated into one program. School-based operator can be a teacher, school administrator or district administrator. $1,000 (annually)
School District – Small Licensee is a single school or the school district. Four or fewer schools involved in the program and the program framework is supported by one school or district-based program operator. Each school participates in a program unique to each school timetable with individual arrangements for school-based and arena facilities as well as transportation. School or district-based operator can be a teacher or school or district administrator serving in the capacity of program coordinator. $1,500 + $150/school (annually)
School District – Large Licensee is the school district. Five or more schools involved in the program and the program framework is supported by one district-based program operator. Each school offers a program unique to the school timetable with individual arrangements for school-based and arena facilities, as well as transportation. District-based operator can be a district teacher or district administrator serving in the capacity of program coordinator. $2,500 + $150/school (annually)

Each September, HCSA Programs are required to sign a standard HCSA licensee agreement between Hockey Canada, the licensee (school program) and the Member, which outlines the HCSA licensing terms and conditions. The agreement is for a period of one year, terminating on June 30 of the school year, and must be renewed on an annual basis.

HCSA Programs are also assessed a $20 per participant fee for student registration and support. Students not registered in a Hockey Canada Member local hockey association will be assessed an additional fee for insurance coverage. A participant registration validation process is completed by Members to confirm insurance coverage.
